Consider this. A stamp collecting site has a page focusing on the British Virgin Islands, 1900-1930. It has links to Australia, 1900-1930, and Brazil, 1900-1930. For a collector of British Virgin Islands stamps, the other pages are of no interest. However, to the outside observer, the pages are closely related. Are the links useful or of interest to the visitors? Or, will they find them unncessary?

Consider this. You are looking for a Toyota pickup. The page has links to a Toyota sedan and a Toyota SUV. You would not choose these, if you are looking for a pickup. Are they related, or not?

Ask yourself?

Many sites have advertisements in text and as a banner. This is like magazines and newspapers. Do you stop buying a newspaper because most of the ads are of no interest? Do you stop visiting a site because the ads are appealing.

What is the Result?

It is unlikely you will lose visitors because of off-topic links, Visitors become wary when the links are deceptive, or masquarading as on-topic. This wastes the user's time when they click them.

Conclusion.

When there are enough outgoing links to be considered an authority by a user (forget about the search engines), you will get bookmarked. Now, that is a good sign users will visit often.

Designing a site only to suit a search engine does not make much sense. When you consider how much search engines change, it is like building on a foundation of sand. Besides, search engines do not like when you build links specifically for them.
